Your dominion gains infamy during wartime via successful spy and wizard blackops based on success, range, and the relative spy and wizard ratios of yourself and your target as follows

Infamy is not part of the current Round 50 dominion mechanics. Successful war spy operations and black-op spells now award Spy Mastery or Wizard Mastery instead.
