R/R stands for raze (destroy a building) and rebuild or raze and rezone.

It refers to the act of destroying a building and using the free land to build something else (rebuild) or just rezone the land to a specific land type by races whose units increase in defensive or offensive power based on the land type.

For example, many attackers R/R alchemies and use the freed up land for farms or smithies.

Likewise, some Wood Elf players may R/R to get close to 100% forest for a final push at the very last day of a round, without spending resources on building the land. This can be done but is more rare for players of other land type-dependent races.
